Before You Report

Read this reporting information carefully.

For decades, the world’s authorities and laws designed to combat genocide have ignored the fact that efforts to destroy the Jewish State check all the boxes on the very definition of Genocide. From Article II: “acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group …” Thus, reports facilitated here will constitute a first-ever call for justice under the genocide provisions.

The Genocide Law and the history of its enforcement assures jurisdiction over elected officials, private citizens, national and international organizations, corporations, doctors, lawyers, politicians, diplomats, members of the media, and many others. It is global in its reach. These precedents were all set in the aftermath of WWII.

There is no free speech exemption for incitement. The prosecutions of Josef Goebbels and Julius Streicher showed that. “Incitement” for genocide is a genocidal crime under Article III, sub 3. Hence, “Globalize the Intifada,” that is, the call for international violence against Israel and Jews, and “From the River to the Sea,” the call to cleanse the area of Jewish Israelis, are both genocidal. The US House of Representatives has already passed a resolution saying as much and censured a member for the genocidal remarks. See House Resolution 845 and Rep. Gottheimer’s accompanying press release. And in December 2025, following the Bondi Beach Massacre in Sydney, Australia, the UK Police announced they would deem “Globalize the Intifada” as an “escalated threat” to violence; arrests have already been made. In New South Wales, Australia, legislation has been introduced to criminalize the speech as an incitement to violence. Chris Minns, premier of NSW, urges that the phrase be banned as a call to violence. Incitement to violence is not protected free speech.

It’s important to understand that genocide laws do not address “hate speech” or acts of random violence. They address “destruction speech” and acts that are part and parcel of attempts to destroy Jewish Israel, whether those acts are committed by a state actor such as Iran, an organization such as Hamas or Hezbollah, or boycott and obstructive protest groups that meet the Genocide standard expressed in Article II, sub C, “Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”

Before you file a report, remember that crimes of genocide, whether by commission or complicity, are profoundly serious with extraordinary consequences for perpetrators. Give the best evidence you have, as many names as you have, and the best dates that you have. Do not embellish. Prosecutors will be reluctant, but those who report honestly will be insistent. Anonymous reports are not welcome, and in many instances not accepted by government reporting platforms. Use your legal name (and organization if any) wherever possible. This website will never know if you make a report. We do not track reports; these are done at the official links provided.

Report Genocide

The FBI, ICE, Homeland Security, and the State Department accept reports about genocide. To make a report to ICE, use their tip line. Their genocide tip line (which may have a long wait) is +1 866 347-2423. They do accept anonymous tips. Touch 2 for "tips"; then touch 4 for "terrorism.” Verbally reference "Human Rights Violators and War Crimes Center," which can be found at ice.gov/about-ice/hsi/centers-labs/hrvwcc. If you make a report by phone, you won't necessarily get "Agent 70," but do reference Agent 70 as he has taken genocide reports in the past. Congressional Reporting: If US Senators or their staff members commit acts in furtherance of genocide against Israel, including chants of “genocidal incitement” as defined in the Proxmire Act, they may be reported to the Senate Ethics Committee. The Ethics rules specify as their first concern: “Complaints, allegations, and information to be reported to the Committee may be obtained from a variety of sources, including but not limited to the following: (1) sworn complaints, defined as a written statement of facts, submitted under penalty of perjury, within the personal knowledge of the complainant alleging a violation of law.” Further, Rule 7 states, "(a) VIOLATIONS OF LAW: Whenever the Committee determines by the recorded vote of not less than four members of the full Committee that there is reason to believe that a violation of law, including the provision of false information to the Committee, may have occurred, it shall report such possible violation to the proper Federal and state authorities." Senate rules also provide for expulsion of members for misconduct and referral to the Justice Department.

The UK in the recent past not been a friendly environment for either Jewish people or Israel. The government is considered anti-Israel due to political factors, and has concomitantly allowed genocidal actions to fester, including incitement to genocide, complicity with genocide, and violations of Article II sub C of the International Genocide Treaty, “deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.” However, before the tide turned against British Jews and Israel, genocide laws were enacted in Great Britain. Hence, the authorities are obligated to investigate and publicly promise to do so. Make no mistake, complaints will be breaking new and uncertain legal ground for the UK in enforcing genocide provisions committed in Great Britain itself. But the Metropolitan police’s understanding and treatment of laws regarding hate speech and incitement to terrorism is evolving rapidly and more protectively, as demonstrated by the December 2025 arrests of various persons chanting “Globalize the Intifada.” Police have already arrested and charged more than 2,700 persons for supporting the terrorism-linked Palestine Action group.

The UK government implemented the UN convention as part of its 2001 International Criminal Court Act. The applicable section for our purposes is Chapter 17, part 5, section 50, which sets forth the definition of genocide and how, when, and by whom alleged offenses are acted on. This section specifically defines genocide by referring to Article 6 of the Act, which explicitly adopts the same text as the International Treaty. Article 6, titled “Genocide,” declares: "For the purpose of this Statute, ‘genocide’ means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: (a) Killing members of the group; (b) Causing serious bodily or mental harm to members of the group; (c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part. This incorporates and domesticates the complete international code as British law.

Canada has become a nightmare for Jews and the pro-Israel community. The Canadian government lacks the will to curtail the constant calls to destroy Israel and the continuous mental and physical assaults against Jews. Yet Canadian law is clear and robust. 

When hate speech becomes “destruction speech,” this violates Canadian genocide laws and related provisions. The Crimes Against Humanity and War Crimes Act, in force since the year 2000, domesticates virtually all international law regarding genocide, and when acts contrary to the law are committed in Canada, they are crimes in Canada. In the Section titled, “Offences Within Canada,” paragraph 4, “Genocide, etc., committed in Canada” stipulates “Every person is guilty of an indictable offence who commits (a) genocide” and in (1.1) adds, “Every person who conspires or attempts to commit, is an accessory after the fact in relation to, or counsels in relation to, an offence referred to in subsection (1) is guilty of an indictable offence.” The act defines genocidal speech and related action in these words: “‘genocide’ means an act or omission committed with intent to destroy, in whole or in part, an identifiable group of persons, as such, that, at the time and in the place of its commission, constitutes genocide according to customary international law or conventional international law.”

Canada’s genocide law works in tandem with its hate speech law, which is Part VIII of the Criminal Code of Canada, titled “Offences Against the Person and Reputation.” More specifically section 318, titled “Advocating genocide,” specifies that “(1) Every person who advocates or promotes genocide is guilty of an indictable offence and liable to imprisonment for a term of not more than five years.” The act makes clear (at s.318(20)) that “genocide means any of the following acts committed with intent to destroy in whole or in part any identifiable group, namely, (a) killing members of the group; or (b) deliberately inflicting on the group conditions of life calculated to bring about its physical destruction.” These provisions of the Criminal Code make antisemitic hate speech a crime.

The Royal Canadian Mounted Police specifically references the crime of advocating genocide on its website and cites at the top of its list: “advocating genocide (subsection 318(1))” as well as “public incitement of hatred (subsection 319(1)), willful promotion of hatred (subsection 319(2)), willful promotion of antisemitism (subsection 319(2.1)), conversion therapy offences (sections 320.101-104 and subsection 273.3(1)).”

Given the political climate in Canada, it will be an uphill battle — but the RCMP must investigate reports and present results to prosecutors. Report individuals or organizations to:

Australia has seen some of the worst antisemitic events in recent years, including the December 2025 massacre at Bondi Beach in Sydney, and the massive February 2024 rally at the Sydney Opera House where the mob is believed to have chanted “Gas the Jews.” Many Jewish Australians and others in the country generally believe the government has seeded the conditions for recent attacks. Jews in Australia feel at risk for violence and community upheaval at hands of those calling for the genocide of Israel and Jews in Australia.

Nonetheless, Australia has adopted robust domestic genocide laws, which include the criminalizing of incitement or encouragement. Genocide is a well-understood concept in Australia. Many Australians openly consider the history of the treatment of the First Nations on the land to be a prime example of a genocidal history.

Modern Australia has understandably domesticated the international crime of genocide and even strengthened the terms. Division 268, Chapter 5, The Security of the Commonwealth, Part 5.1, titled “Treason and related offences” criminalizes genocidal acts in Section 80: “Treason, urging violence and advocating terrorism or genocide.” In the subdivision titled “Urging violence and advocating terrorism or genocide,” the law criminalizes in 80.2A and B “urging violence against groups” and “urging violence against members of groups.” And Section 80.2D, captioned “Advocating genocide,” specifies that “A person commits an offence if: the person advocates genocide; and the person engages in that conduct reckless as to whether another person will engage in genocide.” Subsection (3) makes clear, “In this section: advocate means counsel, promote, encourage or urge. Additionally, subsection (4) criminalizes “(a) advocating genocide, even if genocide does not occur; and (b) advocating the commission of a specific offence that is genocide; and  (c) advocating the commission of more than one offence, each of which is genocide.”
